some dude on runescape that i knew for a few years wants to give me a free laptop and he wnats to send it to me thru mail is it safe if i give him the stuff he needs to ship it to me?

I would not trust giving your home address to someone on the Internet you never met. What you could do is give him your dad's or mom's work address and he can ship it there.
