Here is a tutorial that will show you how to extract a file using a free program named 7-zip. This has been my favorite way of extracting files for the past few years.

For extracting a file you can use file extract software. In google you can find easily many of free extracting software available for file extracting purpose. So you can download that software as per your requirement.

If it's a .zip file you should see it as a folder with a zipper on it, windows should be able to extract it then, when it's a .rar file u need the program called WINRAR u can get it at: http://rarlab.com/ then at the bottom of the page search for the language u want it to be in and the BIT version of your windows.
