I have a:

Operating System
   MS Windows Vista Home Premium 32-bit SP2
CPU
   Intel Pentium  @ 2.16GHz   99 °C
   Merom 65nm Technology
RAM
   3.0GB Dual-Channel DDR2 @ 331MHz (5-5-5-15)
Motherboard
   TOSHIBA Satellite P300 (U2E1)   99 °C
Graphics
   Generic PnP Monitor (1024x768@60Hz)
   Mobile Intel(R) 4 Series Express Chipset Family
   Mobile Intel(R) 4 Series Express Chipset Family
Hard Drives
   244GB TOSHIBA TOSHIBA MK2552GSX ATA Device (SATA)

I have tried another games and they worked fine however the Call of Duty black opps is so slow that i cannot play it.

Do i need to upgrade my cpu or graphics card? will i be able to upgrade this on my laptop?

Unfortunately your computer does not meet the minimum requirements for black ops. 
Your cpu and graphic card is way way way too low for a demanding game like black ops.

check "www.systemrequirementslab.com" and test your computer with black ops.

My advice: Get a new computer.

Hello Catia20,

Unfortunately your laptop does not meet the bare minimum requirements for Processor and Graphics. Call of Duty: Black Ops requires a very powerful PC (compared to most games).

You will not be able to upgrade the processor or graphics card on that laptop.

What you can do is try out my COD: Black Ops optimization guide. It will speed up the game but I am not sure if it will speed up the game fast enough to run smooth during normal gameplay due to the slow processor and graphics card. It is free mods so it is still worth a shot.
