Why is black ops laging on my PC???

I don't understand why Call of duty black ops would lag on my PC? It's not HUGE lag, It just doesn't get good FPS and it studders a lot when I'm shooting and even running. Here are my specifications.

Processor: AMD Phenom II x4 955 3.20 GHz
Installed Ram: 4.00 GB
OS: windows 7 ultimate 64 bit
Graphics card: ATI Radeon HD 5700 Series
385 GB of free disk space

I don't understand, from looking at my specifications, my computer SHOULD play black ops on the highest setting with no lag at all? If I am wrong, can you please tell me what is causing this lag. Thank you!

some of the views would be from non members and others reading it out of interest.
i apologise for a late reply but have been quite busy,aswell as i imagine the other techs are also.
joey is the man to wait for a reply regarding games(especially black opps).

Try the following…
1, download and install the latest ATI HD 5700 series drivers for desktop PCs
http://sites.amd.com/us/game/downloads/Pages/radeon_win7-64.aspx
(if you have a LAPTOP, DO NOT download that driver. Look for a laptop/mobile driver on the site)

2, download and install the free “Game Booster” program from http://www.iobit.com/gamebooster.html

This will fully utilize your AMD multi-core CPU

4, Run Game Booster and then play Black Ops
