Hi Josh,
The AMD Athlon II X4 635 2.9 GHz processor is very good. This definitely has the power to run Call of Duty: Black Ops.

8 GB of RAM is really good. No question there.

I believe the ATI Radeon 4200 is an integrated/on-board graphics card. This would be well below the bare minimums to run Call of Duty: Black Ops.

I recommend upgrading the graphics and installing a stand-alone card. You can buy the ATI Radeon HD 4650 graphics card for less than the price of Call of Duty: Black Ops on Amazon. The HD 4650 is the lowest price graphics card I would recommend buying for Call of Duty: Black Ops.
If you have some extra money to spend I recommend purchasing a more powerful graphics card to match your really nice/fast CPU. The ATI Radeon HD 5750 is a really good graphics card. It sells for around $125 on Amazon.
