Ok so i got a Mobile Intel(R) 4 Series Express Chipset Family will i be able to play the Sims 3 with this video card on my Laptop or will i have to get a different video card?

That is a low-end graphics card. The Sims 3 compatibility will heavily rely on your CPU and RAM. If you have a fast CPU and 1.5 GB or more of RAM you will be able to play The Sims 3.

What CPU/Processor do you have?
Also how much RAM do you have?

k i have a question... i have an (intel r g33 g31 express chipset family) and im going to start streaming live gameplay next week with my happauge hd pvr.. will i have lag in my gameplay because of my video card?

If you are playing The Sims 3 you will have a lag in gameplay if you do not have a very fast CPU. That Intel graphics chipset are "on-board"/"integrated" graphics cards. Those types of graphics cards are the slowest, lowest end available. Because of this the computer's CPU if forced to work harder. If the CPU is not fast enough it will go super slow, maybe even freeze.
