There could be many reasons why the Internet is not working on your father's computer. I will have you narrow it down a bit and visually show me screen shots of your dad's laptop.
1st, to make sure it is not the Internet (network) cable that connects to your dad's laptop I need you to disconnect the cable from your computer that works and connect it to your dads laptop (restart the laptop if it is on. If it is off then just turn it on). Does it work? If not proceed to the instructions below so I get a better picture of what could be wrong...
I need you to take some screen shots of your dad's PC. The best way to do this in Windows XP is using the free program FS Viewer. Since he does not have a net connection you need to download FS Viewer on your computer, save it to a USB stick bring it to his computer for installation.

1. Open up "My Computer"
2. On the left open up "My Network Places"
3. On the left open up "View Network Connections"
4. Maximize that Window that pops up. Then take a screen shot of your whole screen. Upload it to TinyPic.com and post the "Direct Link" on here. Since that PC does not have an Internet connection you must save the image screen shot to a USB stick and upload and post it using your computer
5. From the same "Network Connections" screen, RIGHT-click "Local Area Connection" and select "Properties"
6. Scroll down to "Internet Protocol (TCP/IP)", click it once and then hit the "Properties" button just below it, to the right
7. Take a screen shot of that Windows, then take a screen shot of what you see under the "Alternate Configuration" tab. Upload and post these screen shots the same way
Then I need to see something else on your dad's PC...
1. RIGHT-click "My Computer" and select "Manage"
2. On the left of the new Windows select "Device Manager"
3. Maximize that Window and take another screen capture. Get it to me the same
way as above
