i have clicked the Agree and install now for flash player 10, but then the pop up will not come

perhaps you may can help my

But you may try to download the latest setup to install from. Do not try from web.

First of all you can try to uninstall that adobe flash player from control panel and if you can not uninstall from them then you can uninstall in safe mode. In safe mode you can easily uninstall that software.
