For under $400 you have a lot of Netbooks to choose from. But you should know the limitations of a Netbook.

1. They don't come with a CD/DVD-rom. They do this because of the small size (can't fit it into the form factor) and to cut costs

2. Since there is no CD/DVD-rom included you must spend around $50 or more on an external CD/DVD-rom in case you want to install any software CD or DVD you have.

3. Compared to normal laptops they have an underpowered CPU. Netbooks are primarily used for browsing the Internet. Any software that needs decently powered computer to run will not run on Netbooks. If you plan to play any games like The Sims 3 you are out of luck. Watching videos on YouTube or movies you download from the Internet are the toughest tasks Netbooks can handle.

There are many companies that sell Netbooks since they are currently a hot item. But I would recommend that you spend a few more bucks and purchase a normal laptop. The lowest price laptop I have found is $430, from HP/Compaq. I linked it below. It comes with a CD/DVD player that also records CDs and DVDs. It also has more processing power than any Netbook I have ever seen (w/ the exception of a $1,000 model).
