So every time you adjust the setting it only stays that way until you shut down or restart your PC?

It might be spyware or malware messing with your computer. Do all of the following...

1. Install the free version of "Malwarebytes Anti-Malware". Then Update it. Last, run a Full/Thorough scan of your PC (the Quick scan will probably be useless).
- Download it here: http://www.malwarebytes.org

2. Install the free version of "SuperAntiSpyware". Same as above, Update it and then run a Full/Thorough scan of your PC.
-Download it here: http://superantispyware.com/download.html

3. Install the free "CCleaner". Run the "Cleaner" and "Registry" options.
-Download it here: http://www.piriform.com/download

In case you need it here is an Anti-Malware and SuperAntiSpyware video tutorial (at the end of the article).

Here is one for CCleaner.

Another tech has brought to be a possible solution for your problem. It is a Windows 7 fix but Vista and 7 are very similar. See if it helps  Smiley

On Win7 the same problem happens and can be fixed by'
Control Panel, hardware and sound, mouse.
In open properties, click pointers tab.
Last box, allow themes to change mouse pointers.
If unchecked, the cursor will remain as it is set to.
