The following tutorial will show you how to enable JavaScript. I just tested it out on a regular User Account that has no admin access.

IF the school administrators purposely locked out any editing of JavaScript settings via "mmc" or "console" commands then I am sorry to tell you that there is no way to change JavaScript settings unless you use an Admin account. You will know if they did this if the above tutorial did not allow you to change settings.
