How do I get rid of the "Performance Options" popup window at startup in Windows 7? Huh

I do not get that message/popup on my Windows 7 desktop or laptop. So I checked around the Microsoft site to see what I could find. I think I may have found a possible fix.

FIX:
1. On your keyboard, Press and Hold the Windows Logo key on your keyboard. Usually it is on the bottom-left. While holding down the Windows Logo key press the "R" key. The Run dialogue box will popup.

2. Type in this command in the Run dialogue box, sc config afs start= disabled
(NOTE: There is no space in between "start" and "=")

3. Press the Enter key or click okay to run the command you just entered

4. Restart your computer and see if it worked
