Hello guys I am not good with computers as my name states so need some help.
My laptop with windows 7 seems to have a virus that has disabled all my anti virus protection and blocks any form of new downloads or even running any other downloads or programs. And that means I can not run any anti virus or spyware to clean it up. I read something about safe mode rebooting but it doesn't seem to work the same way with windows 7. Someone please help.

Try this method..

1. Go to Start, Run and type "msconfig" (without the quotes).
2. In the System Configuration Utility select the BOOT.INI tab. Click to check the /SAFEBOOT box, then click mode you want, usually MINIMAL or NETWORK.
3. Click OK to close msconfig. You will be asked whether you want to reboot now, or exit without restarting. Select Reboot now.
4. When you reboot to safe mode, there will be a splash screen warning you that you have used msconfig. Click OK to make it go away.
5. Msconfig will start. You will continue booting to safe mode until you undo the changes within the BOOT.INI tab. Click to uncheck the  /SAFEBOOT check box, click Apply and OK. If you are finished in safe mode choose Reboot now, otherwise choose Exit without restarting.

Try this…

Using another, virus-free computer go to the site below and download the free version of Dr. Web’s Anti-Virus.
https://www.freedrweb.com/download+cureit+free/?lng=en

Then save that to a portable USB drive/stick.

Last, go into safe mode on your infected pc and run the Dr. Web anti-virus from your USB stick. It will automatically go into the quick scan. Stop the scan and select/run the Complete scan.
