The JPEG image format is best for pictures taken from your digital camera and cell phone pictures.

The PNG format is best for desktop screen captures, any cartoon images and any drawings your make in programs like Photoshop and GIMP.

When i capture an image off a video>VLC>pause>snapshot, it goes to My Pictures as a png image. I suppose it can be used the same as jpeg in facebook and forums, or should i convert it to jpeg.??

No need to convert it. Most of the sites will accept PNG images. But in case the sites does not accept PNGs you can have VLC create JPG snap shots.

Go to, Tools > Preferences > Video
You can set VLC to create a PNG or JPG snapshot

Like others i am also little confused . Which one is better. Better i am giving you a link http://www.labnol.org/software/tutorials/jpeg-vs-png-image-quality-or-bandwidth/5385/ u try it yourself. But my vote is in favor of  PNG i think quality is good.
