    Hello,

First I want to ask, what download and upload speeds are you paying Charter for? When you bought one of their plans they would have advertised the download and upload speeds for the price you are paying.

To make sure you are getting accurate numbers here is a thorough test you can perform using multiple test sites.
Step 1: Using any browser, Delete your web browser cache, history, cookies, everything.
Step 2: Test your Internet on each of the 3 sites I linked you to below (Do not use your VPN). Test them 1 at a time. Mark down what all of them rated download and upload speed.
Step 3: Again, fully Delete web browser cache, cookies, history, everything.
Step 4: Log into your Private Internet Access VPN
Step 5: Test your Internet speed on the same 3 sites again. Mark down what speeds you got.
    * After you are finished post here what speeds you got for all 3 sites without using the VPN and when you used the VPN

Did everything you asked using IE 11 without VPN
    speedtest.net 66.24/4.44
    speedtest.comcast.net 66.20/4.45
    http://www.att.com/speedtest 66.05/4.21

with VPN same sites in order
    236.66/4.19
    153.33/4.13
    251.83/4.21
When I signed up with Charter it was for 30/4 with a free bump up to 60/4 a couple months ago.
So what do you make of this ?

A lot of Cable Internet companies offer Internet speeds up to 200 or 300 Mbps. I have Time Warner and they offer up to 300 Mbps download / 20 upload. When you order Internet from these companies they send you a modem that is capable of getting their top speeds. But if you don’t pay for their top speeds they slow down your Internet to the speed you are paying for.

For some weird reason when you mask your IP using a VPN Charter Communications has a hard time slowing your Internet speed down to 60 Mbps download. I really don’t know how or why this is happening since I just tested my Internet speed using all the 3 sites I gave you and my Internet actually slows down when using a VPN (I use Private Internet Access too). But then again I am using Time Warner and paying for their top 300/20 service so they don’t slow down my speeds at all.

    My recommendation:
Whenever you plan to download anything always use your VPN no matter what so you get the top speeds. Also use your VPN when you use Netflix or other video streaming services like YouTube since your stream will load faster due to your faster speed. Last, don’t mention your fast speeds to Charter or anyone else. Let them mess up and give you faster speeds that you are paying for 🙂

That’s the thing when I do download some thing I don’t get anywhere near that speed my usenet client uses all available bandwidth and maxes out at 71 mb. I usually run the VPN when torrenting and nowhere near the speed that I show on the speed tests even with plenty of seeders and leechers. So I suspect maybe it has something to do with the packets the tests use and maybe they compress it some how ?
