Thanks for posting your desktop PC specs. It helps a lot. Your Windows PC will run The Sims 4. Just be aware you might have to update to the latest AMD Radeon HD 7540D graphic drivers. This is a free software upgrade. You get the latest graphic drivers for your specific setup here: http://support.amd.com/en-us/download
Do not go to any other place for AMD Radeon graphic drivers or else you might have serious problems including a new virus downloaded to your PC.
