So you think by changing my password and turning on access control I should be o.k.? I do use both upper and lower case letters and a few other characters

My network is password protected using WPA2-PSK [AES] I changed the password and turned on access control.
The Netgear genie program has a network map that shows all devices connected to the network. I didn’t see anything I didn’t recognize. Going to leave it at that and see what happens.
    Thanks
If you think of something I missed please let me know
    Thanks Steve

Sorry that fix was short lived still having the same problem. Found this on Reddit going to give it a try
if this doesn’t work I have my eye on a 500 gb SSD and a fresh install of Win 7 ultimate. You might want to give it a go as well

So after weeks of scanning, plugging and unplugging things uninstalling and reinstalling and pulling my hair out finally got it. Last year sometime I put in a new NIC card and disabled the onboard one while my computer was acting up again today switched back to the onboard NIC and disabled the other one and bingo problem solved.

they weren’t both enabled at the same time so not sure what happened but glad it’s finally fixed. Thanks for your help and suggestions

Sorry took a while to get back to you. So I scanned with Kaspersky ( the free trial ) and it found nothing.
I also tried a program called Rouge 64 or something like that and still nothing. Spybot search and destroy as well same result. I use newsbin pro to download from usenet it uses all available bandwidth unless I set the limiter on it.
When running my monitors go black and then come back on again and then keep doing that,as soon as I unplug the power cable from my cable modem it stops instantly. If I unplug the modem a couple times and let it reboot the problem goes away for a while then starts up again.

Video card is running normally not over heating and up to date drivers. So at my wits end right now short of reinstalling Windows any other ideas? I f your racking your brains over this thanks I’m done doing that

I blow my case out at least once a month I use a leaf blower though as my computer is in my garage.

Speccy is showing temps of CPU 107 F,motherboard 99 F and graphics at 103 F
    hard drives all below 90 F ( I have 3 )

I did do full scans with both programs and used Dr. Web cure it as well didn’t really find anything but the usual
tracking cookies and stuff. Downloading is fine now. Just have to wait and see if I send a screen shot of task manager when it happens would that help ?

That’s the thing when I do download some thing I don’t get anywhere near that speed my usenet client uses all available bandwidth and maxes out at 71 mb. I usually run the VPN when torrenting and nowhere near the speed that I show on the speed tests even with plenty of seeders and leechers. So I suspect maybe it has something to do with the packets the tests use and maybe they compress it some how ?

Did everything you asked using IE 11 without VPN
    speedtest.net 66.24/4.44
    speedtest.comcast.net 66.20/4.45
    http://www.att.com/speedtest 66.05/4.21

with VPN same sites in order
    236.66/4.19
    153.33/4.13
    251.83/4.21
When I signed up with Charter it was for 30/4 with a free bump up to 60/4 a couple months ago.
So what do you make of this ?

Had a problem like this with a World of Tanks pop up that would open up every night at the same time. Went to a web page that listed instructions on how to remove it and nothing worked.Tried Malwarebytes,Superantispyware,Junkware removal tool nothing worked. Then I tried adwcleaner worked like a charm
found all files related to it and deleted them highly recommended
